where user and loguser are system account names, dir is an absolute path name, and port is a TCP port. The port may be specified as a name from /etc/services or a numeric value.
echo-config creates the directory dir as an svscan-format service directory, configured to run echo-httpd on the TCP port port, running echo-httpd as user and creating log files as loguser.
